The buildings for the police station and tax office are composed as an ensemble in urban development and create a clearly defined, square-like urban space positioned diagonally at the junction of Düsseldorfer Strasse and Willettstrasse, with the buildings creating a barrier against the traffic and the immediate environs.

The district police authority building, whose completion is being prioritised, is to occupy the dominant architectural position, forming a gateway to the city in the west, a role which is mirrored in its formal design, and containing the Düsseldorfer Strasse street space.

In the second building phase, the tax office, on the other hand, will complete the square to the south and the Willettstrasse street space, while at the same time, however, creating access to an open space which forms an extension to the building and which, as well as serving an important ecological balancing function, provides a visual and noise-reducing buffer zone between the site and the southern ring road, and considerably enhances the exterior working environment.

The result is a dynamic interaction between built-up urban environment and open space.
